THE COVENANT OF GRACE is an agreement, contract, or compact into which the three Persons of the eternal Godhead voluntarily entered and solemnly bound themselves to fulfill. It is a covenant made in eternity by which the salvation of God's elect was irrevocably secured by the purpose and promises of God the Father to his Son, the Lord Jesus Christ, the covenant Surety, and the pledge of the Holy Spirit, by whose power and grace every elect, redeemed sinner is sealed into the covenant. The Lord God always has, does now, and shall forever rule the entire universe for the accomplishment of his purpose of grace in the covenant (Rom. 8:28-30).
